He wasnt actually leaving in this picture, he actually left an hour or so before and this was him after picking somebody up. There is no way to leave from this side of the course, there is a fence blocking the exit.

If it's the same guy, I think he lives in Charleston, SC. He has a ton of cars including a 458 Speciale Aperta, an FF, an F12 that has been posted a couple times on here, a Viper, a Bentley of some sort, and probably some other stuff I don't know about.
