That law only applies to Texas. I'm pretty sure most restrictions on vehicles like these are determined on a statewide level.

These are safer than any motorcycle to be honest! In these, you have to wear a helmet I'm pretty sure, so that's already safer than the no helmet law for bikers. America has some incredibly stupid laws, which really need to be rethought about, and this is one of them.
