Yes, go to Lightroom, use the adjustment brush and reduce the clarity to zero. Move the brush over the number plate, and it would start to appear blurred, continue until you are satisfied with the result :)
Great Photograph though.

Usually I just cover the license plate up instead of blurring. It's a little easier to perfect while until you become good at blurring the plates. That's an FF by the way.
