Yeah, I figured that since I don't see them so much anymore. Also, like everyone in California has a hybrid now. I guess just as long as this guy doesn't go in the carpool lane he should be fine.

@bej96: Also his license plate is against the CHP. My mom's friend used to have a Mustang that had a plate that said " 55 HA " (this was back when the speed limit on the freeway was 55), and she got pulled over so much that she had to change her license plate.
