I have no clue. Usually if the cars are away from the event, like they are still part of the event, but are seen without the other group of exotics from the events, the spot is alright. Like if i saw a Ferrari parked at a restaurant, but there was a Ferrari event going on 10 minutes drive from the restaurant, then the photo is fine. But if the cars were stopped as a collective group, then it's not legit.

The spot is illegal if the cars were part of a rally or event going on at the time. Even if they were on public roads, there was a rally at the time, meaning a rally spot/event spot even on public roads is illegal. Just the unfortunate rules I'm afraid.
