Both the D3100 and D3200 would be very nice first cameras. I use a D3200 and i like it.

The D3100 is an excellent camera. It deserves a lot more credit than people give it.
I put my Flickr below to show you the quality. With the exception of just a few photos, all of them were taken with my D3100. It performs very well across the board and is an excellent first DSLR.

Does he has possibility to change lens from 18-55 to example 18-300 ,or no ?

Yeah, as long as it's a compatible lens you can change to any range. That's one of the advantages of a DSLR.
