Nice choice on Polarizer
That tripod wont be bad as an entry level but it only holds up to 4 KG so most likely you'll need a new tripod when you upgrade your lens (especially to a telephoto like you mentioned).
The 55-300 is a good range (i've used one before on a 40D) but you'll want to carry around your 18-55 with you too so get a good camera bag to go with it. But, one thing you want to make sure before buying it is, is it an AF-S? Because if it isn't, it most likely wont autofocus on the D3200. There's a chance it will but i recommend trying it out first. You'll also want to know the thread size of whatever lens you buy because if you have a 52mm polarizer, you cant use it on a 72, 62, (etc...) lens. So if you want a bigger lens size (at the threads), you may want to consiter getting a 72mm polarization filter and getting a 72 to 52 stepdown attachment so it can be used on all your lenses but it will cost more and may cause vignetting with the stepdown on it's highest setting.
And the metal flowerpetal hood is a good idea but since they're really cheap, i also recommend getting a rubber 3-stop circle hood without the petals because a flower petal will have to be at the same angle even after rotating your polarizer and if you rotate the hood, you can get weird shadows in your photos if you arent careful. You could also get the bayonet mount ones but you'll have to reach into the hood to rotate the polarizer so it can be a pain. I'd try both out to find your preference since they only cost a few dollars.
