Just make sure your shutter speed is slow enough. Probably 1/120 or lower. Then just move the camera to the speed of the car and take the shot!

Night panning shots are as hard as hell though! Don't even try for those.

make sure your camera is super sturdy, I like to put my strap around my neck and then hold the camera the furthest I can, makes a level base

I find that vibration reduction helps a bit too if your lens supports it.

I've had perfect panning shots with VR turned off. I've never panned with it on, but I'm sure I'll try it eventually.
