There are also kids graduating from college at that age. Doesn't mean it's smart for normal kids to try to follow in their footsteps. That being said, I bought my first stock when I was 16 (parents let me play with a small amount of money). Had absolutely no idea wtf I was doing. You think you know, but you don't. Lost 40% within a year. I didn't touch that account for a year or two after that. Came back, made back everything I lost and then some but it was mostly because of a market upswing. If you're okay with losing 100% of the money you're investing, go for it, give it a whirl.
If that kid actually created a program to monitor stocks/invest on his behalf, he wouldn't be on dragons den seeking cash. He'd be milking his program and making himself bank and/or working for a hedge fund in which case, he wouldn't be on dragons den either.
